Amends Section 99-19-25 of Mississippi Code to prohibit circuit courts and county courts from suspending fines in cases arising under Section 63-15-4 (failure to have insurance card in motor vehicle).

Courts remain bound by provisions in Section 63-15-4(4) and (5) when imposing fines for insurance card violations.

Adds Section 63-15-4 to the list of offenses where justice courts cannot suspend fines, alongside existing prohibitions for DUI-related violations under Sections 49-7-81, 49-7-95, and the Implied Consent Law.

Authorizes justice courts to suspend sentences post-conviction if no appeal exists or any appeal has been voluntarily dismissed.

Effective date: July 1, 2010.
