Requires agribusinesses engaged in poultry production to obtain a written letter of agreement from a poultry company committing to comply with the Ten Point Agreement (established November 19, 1996) in order to be eligible for loans from the Emerging Crops Fund made on or after July 1, 2010.

The Ten Point Agreement establishes standards including bonded weighmaster verification of live birds and feed, provision of settlement documentation, proper handling of birds, equipment policies, producer association rights, and veterinary report sharing.

Prohibits the requirement of a Ten Point Agreement letter from blocking poultry agribusinesses from applying for other loans available under subsections (1) and (2) of the Emerging Crops Fund statute.

Effective date is July 1, 2010.
