Prohibits use of eminent domain to convert privately owned real property for retail, office, commercial, industrial, or residential development purposes

Prohibits use of eminent domain for enhancement of tax revenue or transfer of property to private persons, nongovernmental entities, public-private partnerships, corporations, or other business entities

Exempts from the prohibition: drainage and levee facilities, roads and bridges for public conveyance, common carriers, and public utility facilities for generation, transmission, storage, or distribution of telephone, telecommunications, gas, carbon dioxide, electricity, water, sewer, natural gas, liquid hydrocarbons, or other utility products

Becomes effective upon passage
