Prohibits public employees who are candidates for office from using public resources for their campaign or any ballot issue.

Prohibits all public employees from using public resources to support any candidate's campaign or ballot issue.

Prohibits governmental entities from using public resources related to any candidate's campaign or ballot issue.

Defines "public resources" as money, property, commercial interests, in-kind services, or anything belonging to a governmental entity or public employee.

Requires the Mississippi Attorney General to submit the act to the U.S. Attorney General or U.S. District Court for the District of Columbia for approval under the Voting Rights Act of 1965.
