Amends Mississippi Code Section 71-1-47 to permit employers and labor organizations to negotiate and enforce fair-share fee provisions in collective bargaining agreements.

Defines "fair-share fee provision" as requiring non-member employees to pay their proportionate share of the labor organization's costs for collective bargaining, contract administration, and grievance adjustment, limited to the amount of core dues paid by member employees.

Allows labor organizations to collect fair-share fees through any lawful means, but prohibits employers from discharging or discriminating against employees for failing to pay the fee.

Maintains existing protections that no person can be required to join or remain a member of a labor organization as a condition of employment.

Takes effect July 1, 2010.
