Require county board of education candidates to declare their political party affiliation on the ballot and in nomination petitions filed with county election commissioners.

Change election requirement so that a candidate must receive a majority of votes cast to be elected to the county board of education.

Establish a runoff election to be held three weeks after the general election if no candidate receives a majority of votes, with the two candidates receiving the highest vote totals competing in the runoff.

Maintain existing nomination petition requirements of 50 qualified electors per supervisors district (or 20% if fewer than 100 electors exist in the district), filed 60-90 days before the general election.

Require the Mississippi Attorney General to submit the act to the U.S. Attorney General or federal district court for approval under the Voting Rights Act of 1965.
