Amends Mississippi Code Section 97-3-19 to classify murder of two or more human beings by the same person as capital murder, regardless of whether deaths occur under a common plan or within a specific time period.

Amends Mississippi Code Section 97-3-21 to mandate that persons convicted of capital murder under the two or more victims provision shall be sentenced to death.

Preserves existing sentencing options for other capital murder convictions, which allow for death sentence, life imprisonment without parole, or life imprisonment with parole eligibility.

Takes effect July 1, 2010.
