Changes municipal election commissioners from appointed to elected positions, with elections held at the general municipal election in 2013 and every four years thereafter.

Municipalities with fewer than 20,000 residents shall elect 3 commissioners; municipalities with 20,000-99,999 residents shall elect 5 commissioners; municipalities with 100,000+ residents shall elect 7 commissioners.

Requires municipal election commissioner candidates to qualify under Section 23-15-309, be residents, and reside in the municipal precinct they seek to represent.

Terminates all existing appointments of municipal election commissioners on the day before the first Monday of July in 2013.

Requires submission of the act to the U.S. Attorney General or U.S. District Court for the District of Columbia for approval under the Voting Rights Act of 1965.
