Establishes a program providing graduate degree scholarships to licensed teachers employed for at least 3 years in Mississippi public schools or state institutions of higher learning.

Allows scholarship recipients to receive loans up to $1,000 per month during full-time graduate study in teacher education programs, with repayment deferred while enrolled.

Converts loans to interest-free scholarships through teaching service, with 2 years of teaching discharging 1 year of loan principal and interest.

Requires scholarship recipients to teach in Mississippi public schools or state institutions of higher learning for a period equal to their time of study, with a minimum service requirement of 1 year.

Board of Trustees of State Institutions of Higher Learning shall establish rules and regulations to implement the program, effective July 1, 2010.
