Allows regular redetermination of Medicaid and Children's Health Insurance Program (CHIP) eligibility to be conducted by mail in hardship cases, defined as applicants without transportation, elderly applicants, or disabled applicants.

Requires the Division of Medicaid to station eligibility workers at all regional offices and at federally qualified health centers and disproportionate share hospitals as required by federal regulations, plus other appropriate sites.

Mandates that Division of Medicaid staff be available at outstationed locations during regular office operating hours to accept applications and assist applicants with the application process.

Makes the same mail-based redetermination and outstationed eligibility worker requirements applicable to the Children's Health Insurance Program under Section 41-86-15.

Takes effect July 1, 2010.
