Amends Mississippi Code Section 47-5-931 to add Lawrence County to the list of counties with which the Department of Corrections may contract to operate regional facilities for housing state offenders.

Authorizes Lawrence County to contract with the Department of Corrections to house no more than 75 female state offenders in a regional facility, in addition to the offenders housed under general contracting authority.

Maintains existing authorization for the Kemper and Neshoba regional facility to house up to 75 female state offenders, extending the same capacity to the Lawrence County facility.

Specifies that the Lawrence County regional facility shall comply with American Correctional Association standards and all applicable constitutional and court order requirements.
