Amends Section 11-27-1 of the Mississippi Code to prohibit use of eminent domain for converting private property into retail, office, commercial, industrial, or residential development.

Prohibits eminent domain for enhancement of tax revenue or transfer to private persons, nongovernmental entities, public-private partnerships, corporations, or other business entities.

Exempts drainage and levee facilities, roads and bridges for public conveyance, common carriers, and public utility facilities for generation, transmission, storage or distribution of telephone, telecommunications, gas, electricity, water, sewer, or other utility products.

Exempts structures listed on the National Register of Historic Places from the restrictions on eminent domain use.

Takes effect upon passage.
