Creates new criminal offense of attempted murder under Mississippi Code Section 97-3-8, defined as attempting to kill another person or causing bodily injury with a deadly weapon or means likely to produce death or serious bodily harm.

Establishes mandatory sentence for attempted murder of minimum 30 years to life imprisonment without parole in the State Penitentiary.

Amends Section 97-3-7 to revise aggravated assault offense, specifying it includes attempts to cause serious bodily injury or causing such injury purposely, knowingly, or recklessly under circumstances manifesting extreme indifference to human life.

Maintains enhanced penalties for aggravated assault against protected classes including law enforcement officers, judges, elected officials, elderly persons, and vulnerable adults, with sentences up to 30 years imprisonment.

Takes effect July 1, 2010.
