Allows voters to write in the name of any individual of their choice on ballots for all offices by requiring one blank space under each office title.

Requires all ballots, including primary, general, municipal, absentee, and voting machine ballots, to include a blank write-in space beneath each office.

Applies write-in space requirements to all elections including special elections and affidavit ballots.

Amends multiple sections of Mississippi Code (23-15-333, 23-15-359, 23-15-361, 23-15-367, 23-15-409, 23-15-431, 23-15-511, 23-15-573, 23-15-649, and 23-15-679) to incorporate write-in ballot provisions.

Requires submission to the U.S. Attorney General or U.S. District Court for District of Columbia under the Voting Rights Act of 1965, with effectiveness contingent upon federal approval.
