Amends Section 13-3-31 of the Mississippi Code to allow legal notices to be published in newspapers with free circulation, in addition to paid circulation newspapers.

Clarifies that "general circulation" means numerically substantial, geographically widespread, demographically diversified circulation and does not require the newspaper with the greatest circulation.

Maintains existing requirements that qualified newspapers must be established for at least 12 months, issued at least weekly, printed on sheets, and issued from a known office of publication.

Allows any qualified newspaper in a county to publish legal notices if all other newspapers qualified under the section cease publication, regardless of how long the newspaper has been published.

Takes effect July 1, 2010.
