Prohibits courts from reducing, suspending, or suspending execution of penalties for failure to maintain proof of motor vehicle liability insurance under Section 63-15-4(4).

Removes the provision allowing defendants to reduce penalties by showing proof of insurance that was not in effect at the time of citation; now only allows case dismissal if proof shows insurance was in effect at time of citation.

Imposes a new $50.00 state assessment on motor vehicle liability insurance violations, deposited into the Mississippi Trauma Care Systems Fund.

Amends Sections 21-23-7, 45-39-5, 99-19-25, and 99-19-32 to conform to these provisions and prevent suspension of this penalty in municipal, circuit, county, and justice courts.

Effective July 1, 2010.
