Adds criminal penalties for fraudulent access or disclosure of confidential youth court records involving children, making such violations a misdemeanor punishable by a fine of up to $1,000.

Applies penalties to fraudulent access or disclosure of court records under Section 43-21-251, law enforcement records under Section 43-21-255, agency records under Section 43-21-257, and other records under Sections 43-21-259 and 43-21-261.

Maintains existing confidentiality requirements for all youth court records while establishing specific penalties for unauthorized access or disclosure of child-related documents.

Takes effect July 1, 2010.
