Amends Mississippi Code sections 11-5-1 and 11-11-3 to clarify venue rules for actions commenced by the State of Mississippi or by the Attorney General on behalf of the state.

Allows actions by the State of Mississippi to be brought in any county where the suit is filed if the action has a rational nexus to that county, regardless of other venue requirements.

Applies the same rational nexus standard to both chancery court actions (Section 11-5-1) and circuit court actions (Section 11-11-3).

Effective July 1, 2010.
