Creates new crime of lewd or lascivious exhibition in presence of person under 16 years old, including intentional masturbation, exposing genitals, or other sexual acts not involving physical contact.

Extends lewd exhibition crime to live transmissions over computer, Internet, or online services when person knows or reasonably believes viewer is under 16 years old in Mississippi.

Establishes penalty of up to 3 years incarceration and/or fine up to $5,000 for adults 18+ convicted under new provisions; minors under 18 subject to youth court jurisdiction.

Adds new offense to existing harassment law prohibiting intentional transmission of harmful communications to persons under 16 via electronic mail, personal messaging, or Internet communication.

Becomes effective July 1, 2010.
