Requires all-terrain vehicle (ATV) owners who are Mississippi residents to register their vehicles with the sheriff's department in their county of residence beginning July 1, 2010.

Registration forms must include owner name and address, age and sex, vehicle make/model/serial number, acquisition information, and where the vehicle is kept; sheriffs maintain local copies and forward copies to the Department of Public Safety within 30 days.

Department of Public Safety establishes and maintains a statewide ATV registration network to provide immediate response to sheriffs' departments and law enforcement agencies regarding ATV-related reports or complaints.

Registrants pay a one-time $10 fee at registration: $6 goes to the Department of Public Safety (for network operation and maintenance expenses) and $4 goes to the county general fund through the chancery clerk.

Sheriffs issue identification decals to registrants for placement on their ATVs, designed and provided by the Department of Public Safety with numbers or identifying information visible from a reasonable distance.
