Prohibits use of cellular telephones without hands-free accessories while operating a motor vehicle, with hands-free accessories defined as devices allowing operation without holding the phone.

Exempts calls made solely to E911 and calls made while the vehicle is parked from the prohibition.

First offense: fine of up to $150.

Second offense within three years: fine of up to $300.

Third or subsequent offense within three years: fine of up to $500, jail time of up to six months, and community service of at least ten days.

Effective July 1, 2010.
