Establishes the "Dream Makers Program" beginning in the 2010-2011 school year as an after-school program for 7th and 8th grade students to stimulate interest in science, mathematics, and health care professions, especially among underserved and underrepresented populations.

Students must maintain a 2.5 GPA, be recommended by science or mathematics teachers, have consistent attendance, display positive character, and express interest in health care; parental written authorization is required.

Program components include specimen dissection, blood pressure and temperature instruction, health care professional panels, interaction with University of Mississippi Medical Center medical students, advisor-planned activities, and an end-of-year awards banquet.

Requires each school district to designate a program advisor and regional coordinator; UMMC must designate a project coordinator; advisors must submit monthly progress reports to the project coordinator by the 10th of each month.

Establishes the Dream Makers Trust Fund in the State Treasury funded by federal grants, legislative appropriations, and public or private donations to support start-up and operating costs for participating school districts and schools.
