Amends Mississippi Code sections 27-39-201, 27-39-203, and 27-39-205 to change the title of the relevant statute to the "Advertisement of Proposed Ad Valorem Tax Effort Act."

Requires all taxing entities to publish notices of proposed ad valorem tax efforts whether increasing, decreasing, or maintaining the same millage rate, using standardized forms specifying budget revenue amounts and percentages financed through ad valorem taxes.

Exempts taxing entities from publishing requirements if the proposed budget will result in no change to the ad valorem millage rate.

Establishes detailed advertisement specifications including minimum one-fourth page size, 18-point type, solid black border, placement outside classified sections, and publication once weekly for two weeks preceding budget adoption.

Brings forward Section 27-39-207 regarding school board procedures and notice requirements for proposing ad valorem tax assessments, effective July 1, 2010.
