Removes sunset/repealer clauses on six existing public education programs, making them permanent: the School Crisis Management Program, educational service agencies, the School Administrator Sabbatical Program, authority to expel habitually disruptive students, conflict resolution and peer mediation materials requirements, and meningococcal disease information requirements

Creates the "School Start Date Act of 2010," prohibiting public elementary and secondary schools under State Board of Education jurisdiction from beginning a new academic year before September 1, effective with the 2010–2011 school year

Exempts the Mississippi School for the Blind and the Mississippi School for the Deaf from the September 1 start date requirement, and directs the State Board of Education to set opening and closing dates for those schools

Repeals Section 37-13-61 of the Mississippi Code, which previously authorized local school boards to fix the dates for opening and closing of the school term, transferring that scheduling authority away from local boards
