Amends Mississippi Code Section 37-151-81 to require 100% funding of all special education teachers' salaries under the adequate education program salary schedule, removing the previous 70% funding level for teachers of three- and four-year-old exceptional children.

Increases funding to include 100% of applicable employer contributions for social security and state retirement for all approved special education teachers.

Maintains existing provisions for extended school year funding for handicapped students whose individualized education programs (IEPs) require it.

Preserves authorization for the State Department of Education to match funds with Division of Medicaid for language-speech services, physical therapy, and occupational therapy for eligible handicapped students.

Takes effect July 1, 2010.
