Establishes a moratorium on the imposition and execution of the death penalty in Mississippi, effective upon passage of the act, until the Death Penalty Impact Committee completes its study.

Creates the Death Penalty Impact Committee comprised of 3 House members, 3 Senate members, and representatives from the Attorney General's office, Prosecutor's Association, Public Defenders Association, and Circuit Court Judges Conference.

Directs the committee to study the death penalty's deterrent effect, costs of imposition versus savings from abolishment, effectiveness and qualifications of defense attorneys, profiles of death penalty defendants, and other relevant information.

Requires the committee to submit its findings to the Legislature and Governor by December 1, 2010, after which the committee shall be dissolved.

Amends multiple sections of Mississippi Code (97-3-21, 99-19-51, 99-19-53, 99-19-55, 99-19-57, 99-19-101, 99-19-103, 99-19-105) to add moratorium language preventing death penalty imposition during the study period.
