Removes State Board of Education authority to regulate school bus transportation routes and instead grants local school boards full authority to lay out and establish all transportation routes.

Repeals sections 37-41-17 and 37-41-19 which previously established standards for school district transportation plans.

Removes State Board of Education approval requirement for school transportation notes and bonds issued by school districts for purchasing transportation equipment.

Establishes minimum contract standards for private student transportation including insurance requirements, bus safety compliance, driver certification, and cost specifications including field trips and bus routes.

Requires school districts to provide bus route information to the State Department of Education upon request during student transfer appeals involving transportation distance disputes, with districts permitted to ride buses as necessary for route measurement.
