Amends Section 37-16-3 of the Mississippi Code to require that uniform basic skills tests be administered in a manner that preserves the integrity and validity of the assessment.

Requires school superintendents to annually certify to the State Department of Education that each student in the appropriate grade has completed the required basic skills assessment test in a valid test administration.

Maintains existing provisions for the State Department of Education to establish minimum performance standards in reading, writing, and mathematics, conduct statewide testing in appropriate grades, and monitor assessment results.

Directs the State Department of Education to issue security procedure regulations to protect the security and integrity of tests administered under the basic skills assessment program.

Takes effect July 1, 2010.
