Prohibits operation of all-terrain vehicles (ATVs) on public highways, roads, and streets, with exception for law enforcement personnel and emergency workers.

Defines ATV as a motorized vehicle designed exclusively for off-road use that is 50 inches or less in width, weighs 750 pounds or less unladen, travels on three or more low-pressure tires, has a straddled seat, and uses handlebars for steering.

Establishes misdemeanor penalty of up to $1,000 fine per violation for operating an ATV on public roads.

Amends Mississippi Code sections 63-1-75, 63-2-1, 63-3-103, and 63-15-3 to exclude ATVs from definitions of motor vehicles in traffic safety and liability statutes.

Takes effect July 1, 2010.
