Requires pseudoephedrine and ephedrine to be sold, dispensed, or distributed only by a licensed pharmacist or an individual under a pharmacist's supervision.

Limits sales to 3.6 grams of pseudoephedrine or ephedrine base per day and 9 grams within any 30-day period (unless purchased by valid prescription).

Requires pharmacies to store tablets behind counters with restricted public access and maintain written or electronic sales logs for at least 2 years identifying products, quantities, purchasers, and transaction dates and times.

Requires purchasers to display photo identification and sign a logbook before purchase.

Makes violations misdemeanors punishable by up to $250 fine; purchasing 250+ dosage units or 15+ grams knowing it will be used to manufacture controlled substances is a felony punishable by up to $5,000 fine and 5 years imprisonment.
