Prohibits any person from knowingly creating, receiving, exchanging, sending, or possessing photographs, videos, or other materials depicting minors under age 18 in a state of nudity using cellular or electronic communication devices.

Defines "nudity" as exposure of male or female genitals, pubic area, or buttocks with less than fully opaque covering, or female breast exposure below the nipple with less than fully opaque covering.

Establishes that it is not a defense if the minor under 18 creates, receives, exchanges, sends, or possesses such material depicting themselves.

Classifies violations as a misdemeanor punishable by a fine not exceeding $500 and/or imprisonment not exceeding 6 months.

Takes effect July 1, 2010.
