Prohibits state agencies from employing or contracting with persons receiving Public Employees' Retirement System (PERS) benefits from the bill's effective date through June 30, 2012, including prohibition on independent contractor arrangements.

Allows exceptions to the employment prohibition only when an emergency situation of sufficient magnitude prevents the agency from carrying out its essential mission, requiring prior approval from a majority of the Joint Legislative Budget Committee.

Retirees who are reemployed by state agencies during the restriction period cannot receive retirement benefits while working.

Exempts existing provisions allowing retirees to work limited hours (up to one-half normal working days with one-half salary) or earn up to 25% of average compensation without losing benefits.

Applies the same restrictions to personal service contracts and independent contractor arrangements with state agencies through June 30, 2012.
