Increases motor vehicle inspection sticker fees for state-registered vehicles from $5.00 to $10.00 and for out-of-state vehicles from $10.00 to $15.00, effective July 1, 2010 through June 30, 2011.

Raises the portion remitted to the Mississippi Department of Public Safety from state-registered vehicles from $2.00 to $7.00 per certificate and from out-of-state vehicles from $9.00 to $14.00 per certificate during the one-year period.

Designates $5.00 of each state-registered vehicle fee remitted to the Department of Public Safety to fund a new training class for Highway Safety Patrol Officers at the Mississippi Law Enforcement Officers' Training Academy.

Reverts inspection fees to original amounts effective July 1, 2011: $5.00 for state-registered vehicles and $10.00 for out-of-state vehicles, with reduced Department of Public Safety portions of $2.00 and $9.00 respectively.
