State Department of Health must adopt regulations prohibiting hospitals from including free baby formula samples in discharge gift bags and placing formula promotion materials in labor and delivery units.

Hospitals must keep mothers and newborns in the same room until discharge unless medical treatment requires separation.

Hospitals must refer all new mothers to breast-feeding support groups and provide them with a lactation specialist's or consultant's telephone number upon discharge.

Employers must provide breast-feeding mothers with a private, sanitary place (not a toilet stall) equipped with an electrical outlet, comfortable chair, nearby running water, and refrigerator access to express milk.

Employers are prohibited from denying employees break time to express breast milk.
