Amends Mississippi Code sections 63-3-303 and 63-3-305 to require consideration of multiple factors beyond traffic count when placing and maintaining traffic-control devices on state and local roads.

Requires the following factors be considered: total traffic count, traffic congestion during peak times, number and severity of motor vehicle accidents, applicable speed limits, sight-distance limitations, and any other factors relevant to public safety.

Applies the new consideration requirements to both the Commissioner of Public Safety and Mississippi Transportation Commission (for state and county highways) and local authorities (for local highways).

Takes effect July 1, 2010.
