Amends Section 97-33-57 of the Mississippi Code to grant the Mississippi Gaming Commission additional regulatory powers over bingo licensees and applicants under the Mississippi Charitable Bingo Law

Requires bingo license applicants and licensees to submit annual plans showing intended financial support for their associated charity, including a mandate that at least 15% of net proceeds be spent for the benefit of the charity in the county where the bingo game was conducted

Authorizes the Commission to audit the flow of funds from bingo licensees to related entities, audit charitable expenditures, prescribe fees deposited into the Charitable Bingo Fund, and deny, suspend, or revoke licenses for noncompliance

Exempts certain organizations from the new regulatory requirements, including religious organizations in existence for 10+ years operating on their own premises, nationally chartered veterans' organizations, and charitable organizations whose bingo sessions are conducted solely by uncompensated active members

Effective date of July 1, 2010
