Amends Mississippi Code sections 63-11-3, 63-11-5, 63-11-7, 63-11-9, and 63-11-19 to clarify blood test administration under the Implied Consent Law.

Expands the definition of "qualified person to withdraw blood" to explicitly include emergency medical technicians, in addition to laboratory personnel, phlebotomists, emergency medical personnel, nurses, and doctors.

Requires that blood tests under the Implied Consent Law be administered only by a qualified person to withdraw blood, with this requirement specified in sections 63-11-5, 63-11-7, 63-11-9, and 63-11-19.

Maintains existing provisions that breath and urine tests may be administered by law enforcement officers who meet educational and training requirements set by the Board on Law Enforcement Officers Standards and Training.

Effective July 1, 2010.
