Authorizes the Mississippi Transportation Commission to adopt and enforce rules for the safe operation, access, and use of highway rest areas and facilities

Restricts parking at rest areas to a maximum of three (3) continuous hours per person or vehicle

Prohibits overnight camping at highway rest areas and facilities

Requires the Mississippi Department of Transportation to erect and maintain signs at rest areas clearly notifying the public of parking rules and regulations

Effective date of July 1, 2010
