Creates the "Early Voting Act" allowing qualified electors to vote at the county registrar's office from 20 days until 5 days before federal, state, and county elections

Sets early voting hours as 8:00 a.m. to 6:00 p.m. Monday through Friday and 8:00 a.m. to 5:00 p.m. on Saturdays, with no voting on state or county holidays

Requires county registrars to provide at least 30 days public notice of early voting times and locations, and to secure all ballots and voting machines after each day's voting

Mandates at least one voting machine equipped for voters with disabilities at each early voting location, with results announced simultaneously with election day votes

Authorizes county registrar budgets to include minimum wage compensation for up to 35 days to hire one extra deputy to administer early voting requirements
