Establishes a 13-member task force to study and report on graduation rates at Mississippi universities, community colleges, and junior colleges.

Task force membership includes legislative committee chairs, state education officials, university and college presidents, and a Governor's Office representative.

Requires task force to compile data and develop measures to improve graduation rates, with staff support provided by the Commissioner of Higher Education.

Task force must submit written report with findings and recommendations to the Legislature and Governor by December 31, 2010, after which it will be dissolved.

Provides funding for professional services, campus visits, and per diem compensation for task force members, with legislative members paid from their respective house contingent expense funds.
