Clarifies that "professional bail agent" includes only individuals licensed under the chapter, excluding unlicensed personal sureties providing unpaid service.

Prohibits relatives (parent, grandparent, child, sister, brother, aunt, or uncle) of law enforcement officials, judicial officials, or jail/corrections facility employees from writing bonds in the county where their relative serves; violation results in license revocation.

Requires fingerprint submission and criminal history record checks through the Department of Public Safety and FBI beginning July 1, 2011, with fees paid by applicants to the Insurance Department Fund.

Adds license revocation as grounds for writing bonds in violation of the relative prohibition and for acting as or impersonating a bail agent without a license.

Establishes criminal penalties including fines up to $5,000 and jail time up to one year for impersonating a bail agent or attempting to arrest/detain persons without a license.
