Requires noncitizens without a social security number to obtain a four-year driver's license expiring on the sooner of four years or the expiration of their authorized stay in the United States, with a fee of $18.00 plus photograph fee.

Mandates noncitizens present valid documentary evidence of lawful status in the United States, including permanent residence, temporary visa, asylum approval, refugee status, deferred action, or employment authorization from the Department of Homeland Security.

Applies the same four-year license requirements and documentary evidence standards to noncitizens obtaining nondriver identification cards, replacing the previous one-year commercial driver's license requirement.

Allows renewal of noncitizen licenses and identification cards within thirty days of expiration if the person remains otherwise qualified to hold the license.

Takes effect January 1, 2010.
