Authorizes Mississippi to enter into the Agreement Among the States to Elect the President by National Popular Vote, making it law upon enactment.

Requires member states to conduct statewide popular elections for President and Vice President and award all electoral votes to the national popular vote winner.

Takes effect only when states cumulatively possessing a majority of electoral votes (270+) have enacted the agreement in substantially the same form.

Allows member states to withdraw from the agreement at any time, except withdrawals within six months before the end of a presidential term become effective only after the next presidential term begins.

Terminates if the Electoral College is abolished; requires chief executives to notify other states when the agreement is enacted, takes effect, or a state withdraws.
