Prohibits retired Public Employees' Retirement System (PERS) members from being employed by the state as employees, contract workers, or independent contractors until 90 consecutive days have passed since their retirement effective date, effective July 1, 2011.

Requires employers to pay the full employer contribution amount on compensation received by retirees who work after the 90-day waiting period under specified conditions (part-time work limited to 50% of normal working days or earning no more than 25% of average compensation).

Allows retired PERS members to continue or be elected to municipal or county elective offices if they meet Internal Revenue Service age and service requirements to avoid prohibited in-service distributions.

Requires municipalities or counties employing retired members in elective offices to pay the full employer contribution on the regular compensation for those positions.

Retirees in elective office may either waive all compensation and receive only their retirement allowance, or receive compensation limited to 25% of their average compensation while continuing to draw their retirement benefits.
