Requires the Mississippi Department of Finance and Administration to sell the state-owned Citation jet using competitive sealed bids, public auction, or online auction on eBay, depending on which method will generate the maximum revenue

Mandates advertising requirements including notice in at least one aircraft-for-sale publication and three consecutive weeks of newspaper publication, with first notice at least 15 days before bid opening

Allows public auction with a minimum 60-day notice period, where the aircraft must sell for no less than the highest previously rejected sealed bid if applicable

Permits eBay online auction with a minimum reserve price set at fair market value of the aircraft

Directs all proceeds from the Citation jet sale to be deposited into the Motor Vehicle Ad Valorem Tax Reduction Fund, effective July 1, 2010
