Amends Mississippi Code Section 31-7-1 to define "construction project" as an undertaking consisting of planning, design, preparation and performance of new capital improvements, alterations, renovations, demolition or decommissioning of structures or infrastructure, inclusive of scope of work, timeline, budget, materials, labor and equipment.

Authorizes agencies and governing authorities to enter into term contracts for commodities and equipment for periods up to 60 months, and indefinite delivery, indefinite quantities contracts for public construction for up to 6 months in advance with one base year and up to three option years.

Limits indefinite delivery, indefinite quantities contracts for public construction to a total expenditure of $3,000,000 per base year and per each option year, and restricts work to projects costing less than $500,000.

Prohibits indefinite delivery, indefinite quantities contracts for projects exceeding $500,000, buildings exceeding 2,000 square feet, and new construction or reconstruction of streets, roads or highways.

Requires bid practices for University of Mississippi Medical Center construction projects that are privately funded or funded by self-generated funds to follow Department of Finance and Administration Bureau of Building, Grounds and Real Property Management bid guidelines.
