Authorizes the Department of Public Safety to implement a motorist identification database program to identify uninsured motorists, with the option to contract with a private vendor experienced in managing state liability insurance programs

Requires random sampling of registered noncommercial vehicle owners to respond to an insurance questionnaire within 30 days, with vehicle registration suspended for failure to respond or lack of proof of liability insurance

Sets reinstatement fees at $500 for suspended registrations, reduced to $50 if proof of insurance is provided within 30 days of suspension

Creates the "Mississippi Windstorm Underwriting Association Assistance Fund" to receive 95% of reinstatement fees, with funds appropriated by the Legislature to assist in defraying reinsurance expenses and costs

Establishes a "Motorist Identification Database Fund" to receive 5% of reinstatement fees for program administration, with the entire subsection set to repeal on July 1, 2013
