Commends Talbot John Brooks, Director of the Center for Interdisciplinary Geospatial Information Technologies at Delta State University, for his service to people in Haiti and Chile following devastating earthquakes.

Recognizes Brooks' volunteer work providing GIS (Geographical Information Systems) mapping support for emergency response operations, including Haiti earthquake (January 2010), Chile earthquake (February-March 2010), and American Samoa tsunami recovery (October 2009).

Acknowledges Brooks' domestic emergency services in Mississippi, including support at the State Emergency Operations Center during Hurricane Gustav (2008) and GIS mapping assistance during Hurricanes Ike and Tropical Storm Faye, despite undergoing cardiac treatment during these operations.

Notes Brooks' 20+ years of dedicated service to the GIS community, including training firefighters and rescue teams nationally and internationally, and providing support to the U.S. Secret Service for presidential events and security operations.

Recognizes Brooks' service as a volunteer firefighter for Bolivar County and the City of Cleveland, Mississippi, since 2005, and his educational background from Rochester Institute of Technology and Arizona State University.
