Suspends all Joint Rules deadlines, including Joint Rule No. 40, to permit further consideration and passage of House Bill No. 1346 during the 2010 Regular Session.

HB 1346 reenacts and amends multiple sections of Mississippi Code related to the Mississippi Comprehensive Workforce Training and Education Consolidation Act of 2004 and the Mississippi Employment Security Law.

Transfers powers and responsibilities of the Mississippi Employment Security Commission to the Mississippi Department of Employment Security in the Office of the Governor.

Amends unemployment benefit eligibility provisions to allow individuals seeking part-time work comparable to their base period experience and to define "good cause" for leaving employment.

Extends repealer dates for TANF benefit determination statutes from July 1, 2011, to July 1, 2013, and extends other statutory repealer dates from July 1, 2010, to July 1, 2013.
