Expresses legislative support for New Albany, Mississippi to host the State of Mississippi Bluegrass Instrumental Championship as part of the Down From the Hills Heritage Music Festival

Sanctions the Down From the Hills Heritage Music Festival as the state's official Bluegrass Instrumental Championship for five years through 2015

Championship includes instrumental competitions in fiddle, guitar, banjo, mandolin, and dobro

Acknowledges that the festival is in its eighth year and receives financial support from Union County, New Albany government, Union County Fair Association, Union County Heritage Museum, Tallahatchie Arts Council, and Mississippi Arts Commission

Directs copies of the resolution be furnished to members of the Capitol Press Corps
